Craig D. Galli was an attorney with the law firm Holland & Hart, a member of the Salt Lake City Planning Commission, and a member of the Steering Committee of Envision Utah when this was written. He was also an adjunct professor of law at the University of Utah College of Law and a former senior trial lawyer at the Environment and Natural Resources Division, US Department of Justice, Washington, DC.
