James R. Moss served as superintendent for four years, resigning on July 1, 1990. He was an attorney, having earned a law degree from Stanford University. He was the former associate director of general education at BYU.
President Moss was a state legislator, former professor at Brigham Young University and, most recently, executive director of the Utah Partnership for Education and Economic Development.
He passed away in a car accident in December of 1990 at the age of forty-eight.
